Interventions and Estimated Results:

The overall objective of the Operation is to improve employability of women, young people and persons in need of special policies as indicated in the EESP SOP.

The purposes of the contract are as follows:

· To increase policy making, implementation and service providing capacity of İŞKUR to provide better active labour market policies for youth not in education, employment or training (NEETs)

· To raise awareness of NEETs, their families and other stakeholders regarding NEETs participation to labour market

There are three main interventions of the service component:

I: Institutional Capacity Building

II. Awareness-raising activities

III. Scientific and Technical Studies

Expected results are as follows:

I. Capacity of İŞKUR will be improved through trainings, development of IAP and JSA Implementation and Monitoring Model, and study visits.

II. NEETs, their families and relevant stakeholders will be accessed through outreach strategy, communication campaigns and visibility activities.

III. Knowledge on NEETs to contribute policy making will be improved through field research about NEETs and evaluation of grant projects.

By the grant component, it is aimed to increase employability and labour force participation of NEETs by providing comprehensive and holistic active labour market measures.

Current Situation:

(End of July2024)

By the end of July 2024;

Under Intervention I;

· IAP and JSA model was prepared. Best practices in EU countries (Germany, the Netherlands, UK, Portugal) were analysed and reported in the model for monitoring of implementation of IAP.

· IAP form was prepared and piloted in Çankaya and Altındağ Service Centers of İŞKUR.

· IAP Implementation and Monitoring Software was developed.

· 15 sessions of the trainings (30 in total for two activities) under Activity 1.1.1.b and 1.1.3.a (1.1.1.b. Trainings for IAP and JSA Implementation and Monitoring Model and 1.1.3.a. Trainings for defining NEETs and NEET Oriented Policies), which started on May 29, 2023, were completed on 29th of September, 2023. At the end of 15 sessions, a total of 371 people have participated to all of the sessions. Of the 371 participants, 302 participants are from out of Ankara. Of the 371 participants, 181 were male and 190 were female participants.

· Under activity 1.1.1.a, Trainings for "Individual Action Plan (IAP) and Jobseekers Allowance (JSA) Implementation and Monitoring Model, two trainings were conducted for İŞKUR central level staff with on 13-15 March 2023 with 23 participants and 15-17 March 2023 with 24 participants. The third and final session of the training was held between 26-28 September, 2023. A total of 61 people have participated to all of the sessions. Of the total participants, 28 were male and 36 were female participants.

· A report on Individual Action plan in selected EU countries was prepared under activity 1.2.  Developing Individual Action Plan (IAP) and Jobseekers Allowance (JSA) Implementation and Monitoring Model.

· Under Activity 1.1.4 Trainings on additional topics, the Thematic Monitoring training was organized on the 1st of December, 2023 with the participation of 12 İŞKUR Central Directorate staff. Of the 12 participants, 6 were male and 6 were female participants.

· Under Activity 1.1.2. Trainings for implementation of Outreach Strategy, 3-day 3 sessions trainings were conducted in Ankara in January 2024. A total of 90 participants participated in the trainings.

· Under ctivity 1.1.2. Trainings for implementation of Outreach Strategy, 3-day 5 sessions trainings were conducted in Antalya between January-March 2024 with the participation of 150 participants.

· Under activity 1.1.3b Trainings for defining NEETs and NEET Oriented Policies: Central Level Staff, The activity was further modified as 1 training of 3 days for 30 İŞKUR General Directorate staff, The training took place from 13 to 15May 2024 in Bolu-Abant. 29 İŞKUR staff trained.

· Under Activity 1.1.3c Tailor made training course offered by ITC-ILO, 3 participant from İŞKUR were trained.

· Under activity 1.1.4 Trainings on additional topics, 2-day 5 sessions trainings were conducted in Antalya between January-March 2024 with the participation of 150 participants.

· IAP form and model for monitoring of implementation of IAP and JSA was prepared under activity 1.2.1. Developing an implementation and monitoring model for IAP and JSA and activity 1.2.2. Creating an IAP form to ensure monitoring.

· Report on IAP and its Implementation and Monitoring Model prepared under activity 1.2.1 Developing an implementation and monitoring model for IAP and JSA.

· Under activity 1.2.3 Conducting field visits to observe IAP and JSA implementation of grant beneficiaries, İŞKUR Thematic Monitoring Experts  visited up to 56 projects with the participation of up to 116 participants. Until the  of June  2024, 56 projects were visited with the participation of 104 participants.

· The IAP software is developed and ready to use by İŞKUR and Grant Scheme Projects under activity 1.2.4. Developing an implementation and monitoring software (mobile application/software application)

· Under Activity 1.2.4 Developing an implementation and monitoring software (mobile application), implementation and monitoring software was finalised; 3 user tests were conducted in April and approved. Improvements and bug fixes on the software were finalized in July 2023 and the software went live in August. The activity has been finalised.  Regular maintenance of the software is ongoing when bug fixes and coding fixes are requested by OCU.

· Under activity 1.3. (Organising Study Visits are planned within the project. The first Study Visit took place between 12-16 September, 2023 in Latvia and Lithuania. Of the 7 participants, 4 male and 3 female participants attended in the Study Visit from İŞKUR. The second Study Visit took place between 2-6 October, 2023 in Belgium and the Netherlands. Of the 7 participants, 3 male and 4 female participants attended in the Study Visit from İŞKUR.  The third Study Visit  took place between  3-7 June, 2024.  in Portugal. Of 7 participants, 4 male and 3 female participants attented in Study Visit from İŞKUR.

 

Under Intervention II;

· EU Member States’ Best Practices Report for NEET Outreach Strategy Report has been prepared under activity 2.1.1. Preparing the draft outreach strategy, including the analysis of best practices in EU countries

· Under Activity 2.1.1 Preparing the draft outreach strategy, including the analysis of best practices in EU countries, the Outreach Strategy Report was prepared in English and Turkish and approved as of 25.03.2024.

· The Grant Project Opening Conference and Implementation Training was organized under Activity 2.2.1. Organising an Opening Conference was completed between 20-22 June, 2023. The Grant Project Opening Conference took place with the participation of 164 participants of which 113 were out of Ankara. Of the 164 participants, 87 were male and 77 were female participants. The Grant Scheme Implementation training was organized together with the Opening Conference and has the same participant numbers as provided above.

· Under Activity 2.1.2 Organisation of workshops for preparing the outreach strategy, the first Workshop organized for preparing the Outreach Strategy was organized on 22 March 2023 with the participation of 43 participants of which 9 were out of Ankara. Of the 43 participants, 25 were male and 18 were female participants. On the 19th of July 2023, the 2nd Outreach Workshop was organized with 44 participants of which 10 were out of Ankara. Of the 44 participants, 16 were male and 28 were female participants. The Outreach Workshop report for 2 workshops is approved.

· Under Activity 2.1.3 Organisation of a conference for the dissemination of the outreach strategy, was organised on the 2nd of November, 2023 with the participation of 165 people of which 79 were from İŞKUR provincial directorates, 29 stakeholders institutions, 40 Grant Scheme project representative and 19 İŞKUR Central Directorates representatives. Out of the 165 participants, 110 were male and 55 were female participants.

· Social media accounts of the project are updated regularly under activity 2.2.2. Implementing visibility activites.

· A total of 2090 agendas out of 2030, 2070 pens out of 2030, 15000 pens, keyrings and pencil cases out of 15000, 452 crystal plaques out of 450, 452 ceramic mugs out of 450, 350 thermal mugs out of 450, 710 out of 560, 1980 cloth bags out of 1500 and 790 out of 750 backpacks were produced under activity 2.2.2. Implementing visibility activities.

· Under Activity 2.2.2 Implementing visibility activities, 2 promotional were prepared and approved. The 3rd promotional video  approved  by OCU on on 14 of June 2024, by CA on 17 of June 2024, by EUD on 26th June 2024.

· Under Activity 2.2.2; the admin order on the social media advertisements is approved, the first video is prepared and submitted to the CA and EUD for visibility approval. The content of the second video is submitted for approval.

· The concept note was prepared for the bus campaign under Activity 2.2.2 Implementing visibility activities. List of provinces to be visited in the bus campaign and the appropriate route was determined. Preparations about logistics and other arrangements finalised. The bus campaign started in September 2023 and was finalized in October The bus campaign report was prepared and approved.

· Under activity 2.2.2 Implementing visibility activities ,the Bus Campaign Opening Ceremony, hosted by İŞKUR DG, was organized with more than 200 participants including the Minister of Labour and Social Security, EUD, Contracting Authority and national media. 61 news about the opening ceremony were published in digital media and 13 news in print media. Several news has been published on various TV channels. In this scope, 15 short videos about the bus campaign have been prepared by İŞKUR for each province and they have been shared on project's social media accounts.

· Under activity 2.2.2 Implementing visibility activities, Bus Campaign was conducted in 15 provinces (Mardin, Van, Erzurum, Rize, İzmir, Eskişehir, Bursa, Afyon, Konya, Mersin, Gaziantep, Adıyaman, Sivas, Samsun and Çorum), visited by 13 stakeholders and 10 GS projects. Under this activity, 15.000 keyrings, 15.000 pens and 15.000 agendas produced.  A total of 5467 NEETs were reach within the Bus Campaign. Out of the 5467 participants, 2537 were male and 2930 were female participants.

· Under activity 2.2.3 IŞKUR Youth Meeting “Yol Arkadaşım: Gençlerle Yarına Yolculuk was completed on 6th of May for a total of 223 participants out of which, 186 were NEET (80 from Ankara and 106 from outside Ankara) and 37 from stakeholders and other institutions.

· Under activity 2.3.1 Preparation and Dissemination of a Summary Book summary book of grant projects in digital and printed version was prepared to disseminate (nationwide) and at the Closing Conference, to promote the 56 Grant Scheme projects that, at the closure of this project. 200 summary books printed in an electronic version. 100  summary books disseminated.

· Under activity 2.3.2 Organising a Closing Confrerence, A Closing Conference was implemented on 28th of June 2024. The conference took place in Ankara  and was attended by be with 360 participants, with the participation of the grant projects, NEETs, public institutions, stakeholders, Contracting Authority, EUD and the Beneficiary.

 

Under Intervention III, a field research was carried out to identify the NEETs and their socio-demographic characteristics, trends, the situation and expectations of the labour market. This research was conducted to map NEETs through understanding and determining their profiles (labour market status, trends, attitudes etc.).

· In this scope under activity 3.1.1. Field research on mapping of NEETs and preparing a holistic policy document, Research Methodology was prepared and approved.  Focus group meetings were carried out in 16 provinces. The qualitative research started in October 2022 and finalized in December 2022. A total of 64 focus group meetings were conducted with 502 participants (293 of which were men and 209 of which were women) in 16 provinces (Tekirdağ, Kocaeli, Ankara, İstanbul, Mardin, İzmir, Antalya, Erzurum, Van, Bursa, Konya, Diyarbakır, Hatay, Samsun, Trabzon and Kayseri). The meetings were held with the representatives of local state institutions and municipalities, private sector entities, academicians, NGOs and NEETs.  Under this scope, 16 focus group reports have been prepared. Of the 644, 329 participants were male and 315 were female participants.

· In addition, 4 online meetings with Mukhtars were conducted with the participation of 15 people of which 12 were male and 3 were female participants.

· Quantitative field research started in December 2022 and finalized in March 2023. 12 NUTS1 Regional Reports have been prepared and sent for approval in June.

· Online in-depth interviews in round table format started in April 2023 and was finalized in May 2023. In total, 16 round table meetings were conducted with the participation of 131 of which 66 were male and 65 were female participants.

· Following the completion of qualitative and quantitative research activities, 1 NEET Türkiye Research Report which includes policy recommendations has been prepared and approved.  16 IBBS-1 Regional Reports have been prepared and submitted and approved.

· Under Activity 3.1.2 Organisation of workshop to launch and disseminate the research result and discuss NEET oriented policies, Research Result Dissemination Conference was organized on the 1st of November with the participation 191 people from which 79 were from İŞKUR provincial directorates, 29 stakeholders institutions, 40 Grant Scheme project representative and 19 İŞKUR Central Directorates representatives. Of the 191 participants, 124 were male and 67 were female participants.

· Under Activity 3.2.1 Analysis of grant projects through interviews, 20 physical grant project interviews were conducted between January-March 2024 and 36  online interviews were conducted between February-March 2024 and 20 projects evaluated as  physical

· Under Activity 3.2.1 Analysis of grant projects through interviews, 56 online interview with 4 NEETs from each grant project were conducted between February-April 2024.

In a nutshell, Under Intervention I, 32 sessions of trainings were conducted with a participation of 684 participants. 3 Study Visits were conducted with the total participation of 21 İŞKUR General Directorate Staff.

Under Intervention II, 2 workshops were conducted with the total participation of 87 participants. 2 Opening Conferences were organized with the participation of 398 participants. An Outreach Strategy Dissemination Conference was organized with the participation of 165 participants.The Bus Campaign was conducted and 5467 NEETs were reached. So far, NEET PRO has physically involved more than 8700 participants out of which 6600 NEETs as well as more than 7100 reached through the TAT social media and more than 280,000 visualised the NEET posts on the İŞKUR social media.

A Youth Meeting was completed with 223 participants..A Closing Conference was organized with the participation of 360 participants.

Under Intervention III, 16 focus group meetings were conducted with the participation of 644 participants. The quantitative research was conducted where 4.916 NEETs were interviewed. 16 Round table meetings were conducted and with the participation of 131 participants.

Organisation of workshop to launch and disseminate the research result and discuss NEET oriented policies was conducted with the participation of 191 participants.

20 physical and 36 online meetings with grant projects were conducted. 56 online interview with 4 NEETs from each grant project were conducted.
