With the Decree-law No. 367 on the “Establishment of European Community Related Units in the Ministries and Affiliated Bodies”, an amendment was made in the Law No. 3146 on the “Organization and Duties of the Ministry of Labour and Social Security” and ”European Community Coordination Department” was added under “Main Service Departments” section (Article 12/A), and thus the Department of European Community Coordination was established with the Ministerial approval dated May 16, 1989.
Our Department and the Directorate General of Foreign Relations were merged under the Directorate General of Foreign Relations and European Union by Presidential Decree dated November 29, 2023, and No. 32384.
The Directorate General of Foreign Affairs and European Union is responsible:
a) To carry out the necessary activities for the protection and development of the rights and interests of Turkish citizens living abroad, those who have renounced Turkish citizenship except in cases of loss of Turkish citizenship, and those covered by Article 28 of the Turkish Citizenship Law No. 5901 dated 29/5/2009, in terms of labour and social security arising from the legislation of foreign countries and international legislation,
b) Carrying out works and procedures for the employment of Turkish labour force abroad,
c) To ensure coordination in the social security agreements to be concluded with other countries and their amendments, to prepare, negotiate and amend international bilateral and multilateral agreements on other issues falling within the mandate of the Ministry and to ensure coordination between the Ministry and its affiliated and related institutions in this regard,
d) To carry out relations with international organizations operating in the field of mandate of the Ministry and to carry out the works and transactions arising from being a member of these organizations,
e) To organize the positions for staff of the Ministry assigned abroad, to manage and supervise the staff working in these positions,
f) To coordinate the foreign operations to be carried out by the Ministry and its affiliated and related organizations and to ensure coordination in their relations with other countries and international institutions and organizations, to carry out foreign promotion and information activities and protocol works related to the field of duty of the Ministry,
g) To monitor and report foreign literature, legislation and practices in the fields of labour life and social security,
h) To ensure the preparation, coordination, execution and control of the projects and programs in the field of human resources development carried out by the Ministry with the European Union, foreign countries and international organizations,
i) To carry out relations and ensure coordination with international institutions and organizations in line with the objectives envisaged in development plans and annual programs on issues falling within the scope of the Ministry's duties and activities,
j) To carry out the necessary studies in order to determine the policies to be implemented in the short, medium and long term regarding the fields of duty of the Ministry in line with the policies determined by the President of Türkiye as regards the affairs with European Union and to ensure that the necessary measures are taken regarding the implementation of these issues and to prepare proposals,
k) Within the framework of the European Union programs and the funds provided by the European Union, to carry out the program, budget and implementation of the externally funded projects in the field of activity of the Ministry,
l) Preparing and implementing operational programs and coordinating the implementation of funds within the framework of the relevant legislation, the acquis and international agreements, coordinating the implementation of structural funds, making the necessary preparations for the use of structural funds,
m) To conduct examinations and researches on European Union legislation and practices in relation to the field of duty of the Ministry,
n) Regarding the projects and activities to be supported; to select and prioritize the projects, to make tenders and contracts and to ensure their execution, to make and account for their payments, and to carry out related controls, monitoring and evaluations,
o) To perform other duties assigned by the Minister and the Senior Manager.
