Interventions and Estimated Results: |
The overall objective of the Operation, which has been implemented by a technical assistance component, is supporting policy-making as regards labour migration management and contributing to an inclusive and well-functioning labour market with specific emphasis on decent work. The specific objective of the Operation is to improve the policy-making, implementation, monitoring and evaluation capacity of the DGILF and relevant stakeholders in order to enhance labour migration and national employment policies. Implementation duration: 36 months Implementation Provinces: Base of Operation is Ankara while some interventions will be implemented, indicatively, in İstanbul, İzmir, Bursa, Antalya, Kayseri, Kocaeli, Denizli, Mersin, Adana, Gaziantep, and Konya. Target groups: · Staff of DGILF, DG Labour and Guidance and Inspection Board of MoLSS, SSI and İŞKUR · Staff of Presidency of Migration Management (PMM) · Social partners, employers, and NGOs
Interventions: Intervention 1.1: Trainings Regarding Labour Migration Policies of EU/EU Member States Intervention 1.2: Training on policy-making, monitoring and evaluation Intervention 1.3: Participation by DGILF and social partners in standard training programmes (such as those delivered by ITC-ILO, College of Europe, International Organization for Migration or other international trainings/programmes) regarding labour migration Intervention 1.4: Full-time consultancy for DGILF regarding policy-making and implementation in the field of labour migration including qualified labour force on a daily basis in order to increase the institutional capacity and to improve policy-making and evaluation capacity Intervention 2: Awareness-Raising Activities Intervention 3.1: Assessment of national legislation regarding employment of foreign workers in Türkiye in order to revise current legislation and develop policy options Intervention 3.2: Impact assessment of practices in the field of international labour force (social security premium support, entrepreneurship support, VET and apprenticeship, etc.) Intervention 3.3: Impact assessment of labour migration on economic development (Turkish labour market, poverty, etc.) Intervention 3.4: 7 sectoral studies regarding labour supply and demand for foreign workers and proposals for managing foreign labour force on the basis of sectoral findings Intervention 3.5: Study on best practices in countries, which have similar migration problems, and on labour migration and integration in EU including on the spot observation by the staff of DGILF in at least two countries Intervention 3.6: Preparing a glossary on terminology of migration and employment to harmonize use among relevant actors Intervention 3.7: Preparing a road map including a needs assessment for the establishment of a monitoring system for foreign workers Intervention 3.8: Projection study regarding possible migration and labour mobility towards and from Türkiye until 2040 with a view to ensure policy responses in advance Intervention 4.1: Support to Directorate General for International Labour Force for policy-making Intervention 4.2: International Conference 1 Intervention 4.3: Closing Conference
Expected Results: Result 1: Capacity of the staff of MoLSS and other relevant actors including social partners, NGOs will be increased through trainings and full-time consultancy. Result 2: Awareness regarding legislation and policies among relevant stakeholders will be raised through campaigns/events Result 3: Researches/Field Studies/Reports/Impact Assessment, Monitoring & Evaluation Studies, Comparison/ Compliance Tables Regarding EU Acquis/policies will be conducted Result 4: Cooperation with stakeholders will be increased through workshops, conferences, seminars, twinning/IO agreements, etc. with participation of relevant actors. |

Current Situation: (End of July 2024) |
Project implementation period was completed by the end of March 2024. Details of current situation in the project is as follows : Intervention 1.1: Trainings Regarding Labour Migration Policies of EU/EU Member States were completed as of January 13th, 2023, with 619 participants. Intervention 1.2: Training on policy-making, monitoring and evaluation was completed as of July 12th, 2024 with 253 participants. Intervention 1.3: Participation by DGILF and social partners in standard training programmes (such as those delivered by ITC-ILO, College of Europe, International Organization for Migration or other international trainings/programmes) regarding labour migration was completed with delivering a tailor-made training programme on Labour Migration between August 28th-September 1st, 2023, with 14 participants, as planned. Intervention 1.4: Full-time consultancy for DGILF regarding policy-making and implementation in the field of labour migration including qualified labour force on a daily basis in order to increase the institutional capacity and to improve policy-making and evaluation capacity was conducted with drafting 5 Country Profiles and 1 internal and interinstitutional communication guideline. Intervention 2: Awareness-Raising Activities was delivered with conducting 11 Information and Experience Sharing Days, which have reached 750 participants, and one Communication and Awareness-Raising Guideline was drafted with a focus on Directorate General. Intervention 3.1: Under the assessment of national legislation regarding employment of foreign workers in Türkiye in order to revise current legislation and develop policy options, the Report was completed and it is under the evaluation of Operation Beneficiary. Intervention 3.2: Under the impact assessment of practices in the field of international labour force (social security premium support, entrepreneurship support, VET and apprenticeship, etc.), the Report was completed and it is under the evaluation of Operation Beneficiary. Intervention 3.3: Under the impact assessment of labour migration on economic development (Turkish labour market, poverty, etc.), the Report was completed and it is under the evaluation of Operation Beneficiary. Intervention 3.4: Under the 7 sectoral studies regarding labour supply and demand for foreign workers and proposals for managing foreign labour force on the basis of sectoral findings, the Reports on IT, Health, Tourism, Education, Domestic and Home Care, Pharmaceuticals and Chemistry, Automotive and Subsidiary Products were completed and five of them are under the evaluation of Operation Beneficiary. Intervention 3.5: Under the study on best practices in countries, which have similar migration problems, and on labour migration and integration in EU including on-the-spot observation by the staff of DGILF in at least two countries, two study visits were delivered with 10 participants for one week each and Report on Best Practices is under the evaluation of Operation Beneficiary. Intervention 3.6: Under the activity of preparing a glossary on terminology of migration and employment to harmonize use among relevant actors, the Glossary was completed and it is under the evaluation of Operation Beneficiary. Intervention 3.8: Under the projection study regarding possible migration and labour mobility towards and from Türkiye until 2040 with a view to ensure policy responses in advance, Report was completed and it is under the evaluation of Operation Beneficiary. Intervention 4.1: Under the support to Directorate General for International Labour Force for policy-making; 3 two-day, 7 one-day Working Group Meetings and 2 five-day workshops were completed with reaching 305 participants in meetings and 39 participants in workshops. These activities were completed as of August 25th, 2023. Intervention 4.2: International Conference was organised between September 11th-12th, 2023 with 150 participants. Intervention 4.3: Closing Conference was organised on March 26th, 2024 with 167 participants. |
