The OHSMS Operation has 48 months of service (technical assistance), 12-28 months of grant and 44 months of direct grant components.

Overall Objective is to create decent jobs for Turkish labour force by means of improving health and safety and work peace.

Operation Purpose is to promote better working conditions based on proactive approach, increase public awareness, and improve knowledge of all stakeholders on OHS especially in mining sector.

Target Groups: Within the scope of the Operation, it is aimed that trainings and services will be provided to 20.400 people working in sensitive sectors and 625 employers; 3.885 people and 114 stakeholder organizations such as NGOs, local actors and SMEs will be provided with trainings; 1.100 people will be accessed via events and awareness raising activities; 3 activities such as conference, workshop, seminar, etc. will be organized; interactive trainings for 10.000 mining workers, 1.800 university students and 135 branch instructors working in Vocational and Technical High Schools-Mining Technologies will be held. Also, a five-days training of trainers will be provided to 100 OHS General Directorate personnel in Ankara on project management, new legislation and EU Acquis on OHS, etc.

Implementation period: Service component 48 months, Direct Grant component 44 months, Grant projects 12-28 months. Intervention areas: Services and Trainings for Target Groups, Institutional Capacity Building, Awareness Raising, Scientific and Technical Studies, Coordination and Cooperation.

Pilot provinces: Adana, Ankara, Aydın, Balıkesir, Bartın, Bolu, Bursa, Çanakkale, Çorum, Denizli, Edirne, Eskişehir, İzmir, Kahramanmaraş, Karaman, Kütahya, Manisa, Muğla, Tekirdağ, Yozgat, Zonguldak.

Current Situation:

Activities implemented under the Service Component:

• The service contract was signed on 27 September 2019. Implementation process started with the kick-off meeting held on 21.11.2019. Monthly Management and Steering Committee meetings continue to be organized.

• Intervention 1.1 “Designing and Preparation of Interactive Seminars” was finalized in October 2021. 58 interactive seminars have been organised in 28 different cities and 10.235 employees were accessed. This activity was completed and closed.

• Intervention 1.2 “Field activities of the "Health Surveillance" activity started in April 2022, and as of January 2023, a total of 10.714 mining workers was reached in 48 mining workplaces in 24 provinces. To determine existing heavy elements in the bodies of the mine employees working in metal mines, a total of 4.112 toxicology tests were conducted. This activity was completed and closed with the approval of final activity report.

• Under Intervention 1.3, delivering one-day trainings to employers of mine workplaces and NGOs engaged with employers have been finalized in September 2021, reaching a total of 1.186 participants including 557 private sector, 470 public institutions, 91 NGOs and 68 university representatives by 25 trainings. Activity was completed.

• Within the scope of Intervention 2.1, the “One-Day Training Based on Risk Assessment Methodologies” activity was completed in November 2022 by providing training to a total of 1.887 students in Mining Engineering, related Earth Sciences and Mining Technologies Departments as well as Vocational Schools in 27 universities in 18 provinces. Reporting period was completed.

• Intervention 2.2, "Two-Days Training for Vocational and Technical High School Trainers", 135 branch instructors were trained in İzmir, Afyonkarahisar and Antalya, and it was completed in May 2022. This activity was completed and closed.

• Within the scope of the Intervention 2.3 “Training for Engineers and Occupational Safety Experts” activity, 1.857 engineers and Occupational Safety Experts in 30 provinces participated in online technical training programmes. Under Intervention 2.4; the initial training which covers 70 Occupational Health and Safety General Directorate employees was held for 3 days in February 2020 in Antalya.

• Within the scope of Intervention 2.5; The "Training of Trainers" activity was organised in Afyonkarahisar in April 2022 with the participation of 100 people from DGOHS. Activity report was also approved and activity was closed.

• Under Intervention 3.1, the Opening Meeting, which lasted for one day and included also the direct grant’s promotion, was held on 20 August 2020 in video-conference format with the participation of 678 people.

• Under Intervention 3.2, organizations of Information Meetings in Ankara and İzmir were completed on 8th and 10th September 2020 by using online platforms. A total of 647 people attended the online meetings, 282 of which attended the training based in İzmir and 365 of which attended the training in Ankara.

• Under Intervention 3.3; “Design and Dissemination of Awareness Raising and Promotional Materials”, within the scope of the Radio Spot production work, a total of three spots were prepared and submitted to the Operational Beneficiary for approval. Radio Spots were approved by the Contracting Authority.

• Within the scope of Intervention 3.4, the 13 cartoons were completed and 4 episodes were broadcasted on TRT Çocuk Channel. Also, public service advertisement has been approved by RTÜK and broadcasted.

• Within the scope of Intervention 3.5; “See the Future with Confidence through the Lens of OHS” Photo Contest was organized. The exhibition consisting of 32 photographs that were awarded and exhibited in the competition was held at Ankara Kızılay Metro Art Gallery between 27 January and 03 February 2023. The second exhibition was held at the closing meeting of the project.

• Within the scope of Intervention 3.6, a digital application called “OHS InfoAsist” was developed. The subject application has been online since August 2021. More than 6.000 downloads have been made.

• Within the scope of Intervention 3.7 the Operation's website has been updated.

• Under Intervention 3.8, guidelines except behavior-based OHS were approved.

• Within the scope of Intervention 3.9, the success booklet containing the outputs of all components of the Operation was distributed to the participants at the closing meeting.

• Under Intervention 3.10, the closing meeting of the project was held on 14 November 2023 in Ankara.

• Within the scope of Intervention 4.1, the workshop prepared to convey the findings of the "Field Report on Unionization in Mining Workplaces" to stakeholders was held on 3 November 2023. The report regarding the activity in question has been finalised following the revisions.

• Within the scope of Intervention 4.2, "Mining Engineering Departments Occupational Health and Safety Curriculum Workshop" was held on 30 October 2023. The final report of this activity was presented and the activity was completed.

• Under the Intervention 4.3, the impact assessment report of the financial supports provided under the Direct Grant component of the Operation was prepared and it was finalized after the revisions. Within the scope of Intervention 5, 3 workshops on health surveillance (1.2), unionization field report (4.1) and Mining Engineering departments’ curriculum (4.2) were held on 27 April 2023, 3 November 2023 and 30 October 2023, respectively.

 

Activities implemented under the Direct Grant Component;

• Implementation process started on 01.02.2020. Implementation of the direct grant was suspended for 3,5 months on 07.05.2020 within the context of Covid-19 outbreak. As of 25.08.2020, the suspension period was terminated, and the project started to resume.

• Within the scope of the Financial Support and Guidance Programme (FSGRP), a total of 31.2 million TL (1.088.000 €) was paid to the beneficiary underground mining workplaces in return for the occupational health and safety services they received for 24 months.

• In order to increase the number and qualifications of rescue workers in mine workplaces and to prepare employees for emergencies, the rescue training costs of beneficiary mine workplace employees were covered. In this context, 81.000 TL financial support was provided for the rescue training of 412 employees from beneficiary workplaces.

• The protocol with TSE was extended on 23.10.2023 to be valid until the end of the year.

• 6 rounds of field visits and 420 field visits were successfully completed, and 80 mine workplaces were reached.

 

After the site visits, within the scope of the evaluation reports that reveal the status of the fields;

• Mining workplaces were given 1.571 recommendations in the field of documents and documentation, 667 of these recommendations were implemented, resulting in an improvement of 43.09%.

• 2.292 recommendations were given to mining workplaces regarding the situations detected in the field, and 1.058 of these recommendations were implemented, resulting in an improvement of 46.16%.

• In the initial phase of the project, the OHS performances of the coal mining workplaces with the code 05 Nace were evaluated with 209 items under 12 main headings, and the OHS performances of the metal workplaces with the code 07 Nace with 198 items under 12 main headings, within the scope of the OHS Performance Measurement Report, in order for the project team to monitor the OHS performances of the beneficiary companies more accurately.

• As a result of the support given both in the field and in the documentation works, 82.5 percent of 80 companies have been improved and awareness has been created and contribution has been made to ensure continuity in OHS practices. In addition, the “OHS Performance General Evaluation Report” was prepared, which includes the general evaluation of the OHS performance measurement reports prepared during 6 site visits and analyses separately for 12 main headings.

 

Activities implemented under the Grant Component:

• 36 grant beneficiaries have completed all project activities and written their Final Technical Reports.

• The Final Thematic Evaluation reports of 34 grant projects were written by the relevant Thematic Monitoring Experts after the evaluation of the Final Technical Reports. In addition, the Final Technical Reports of 2 projects have been received and the evaluation of the Thematic Monitoring Experts was ongoing.

• “Improving Occupational Health and Safety Especially in Mining Sector (MISGEP) Grant Workshop” was held between 12-13 December 2023 with 120 participants under 4 headings, and the workshop report was distributed to those concerned.
