Interventions and Estimated Results:

 

The purpose of this Operation which is implemented via a direct grant component is to increase quality of and access to early childhood education (ECE) services for 0-to-6-year-old children especially in the most vulnerable groups.

The Operation will be implemented in 20 provinces, including: Adana, Ankara, Antalya, Aydın, Bitlis, Bursa, Diyarbakır, Erzurum, Gaziantep, İstanbul, İzmir, Kastamonu, Konya, Manisa, Mardin, Samsun, Şanlıurfa, Tekirdağ, Trabzon and Van.

The target groups include 0-to-6-year-old children and their parents/caregivers living especially in the most vulnerable communities with limited access / without access to ECE services; ECE teachers, school principals and other ECE service providers.

The duration of the Operation is 36 months and expected results are as follows;

-  Result 1: ECE services will be expanded for 0-6-year-old children, especially for the most vulnerable communities.

-   Result 2: The quality of ECE services will be developed via improvement of national standards, revision of curriculum and development of materials.

-   Result 3: Families’ beliefs and attitudes regarding the quality and value of ECE services, especially in the most vulnerable communities, will be positively changed.

-   Result 4: A conducive environment for increased access to quality ECE services will be promoted by revised ECE legislation.

Current Situation:

The direct grant contract was signed on 28.09.2020 and implementation period started on 01.11.2020. Thirty nine Management Meetings and five Steering Committee Meetings have been held with the participation of the representatives from MoNE, UNICEF, Contracting Authority (MoLSS) and other stakeholders since the beginning of the contract.

-  Launching meeting of the Operation was conducted online and reached to 4.200 people.

- 8.296 teachers benefited from ECE “trainings of trainers” activity.

-  5.000 ECE boxes were distributed to the vulnerable families’ children.

-  Online International ECE Congress was organized in cooperation with Ege University.

-  Cooperation is established with Turkish Red Cross Association for field study of Knowledge, Attitudes and Practice analysis.

- 24.000 story books were distributed.

- Content of 36 new story books were finalized and ready for piloting.

-  Guide for parents has been developed.

-  The 3-6 years education curriculum was revised and started to be used across the country with the approval of the Ministry on February 6, 2024.

- The supporting materials developed within the scope of the revised curriculum have been approved by the Board of Education and will be used throughout the country in the 2024-2025 academic year.

- Need assessments of 0-3 years education curriculum were completed. Besides, a working group has been established.

- 310 containers for preschool education have been established.

- 92.644 children have benefited from early childhood education services.

-  430 education institutions have been supported in terms of education materials.

-  A coordination meeting with MoNE district and provincial directorates has been completed.

-  Academician Informative meeting was held on 16-17 May 2024.
