In order to establish sound cooperation between NGOs and the Ministry of Family, Labour and Social Services and to provide legal support to NGOs as part of the project, “Project Development Help Desk” was established and brought into use on the project website on 13 October 2018. Help Desk service will act as a unique ‘open door’ in improving the implementation capacity of the NGOs regarding their ideas and draft projects. The service was provided to NGOs, operating in target cities and neighbouring provinces, by using open invitation method in line with “first come first served” principle and the invitation will remain valid until the intended number of NGOs is achieved.

Many positive changes will be created through the consolidation of public-NGO cooperation and therefore one of the necessary steps will be taken to improve sustainable social development and social service delivery.

The main objective of the Public-NGO Cooperation Project is to strengthen the cooperation between Final Beneficiaries and NGOs within the implementation of social policies. It is aimed by the phases of policy development, service delivery, monitoring and evaluation that the cooperation between NGOs and the Ministry of Family Labour and Social Services be strengthened and the quality of overall service offered to groups in need of particular policies be increased.

NGOs supported by the Project Development Help Desk are expected to achieve the necessary institutional capacity with regard to the following:

  • Successful determination of the needs of target groups,
  • Signing partnership agreements with shareholders,
  • Preparation of a consistent logical framework for project ideas,
  • Clear identification of activities to be implemented under the project,
  • Transparent budget and cost analysis,
  • Identification of expected results and evidence-based indicators,
  • Establishment of a monitoring and evaluation system for the activities.
