Aim of Operation and Outputs

The overall objective of the project is to increase adaptability of employers and employees of SMEs in TR33 Region (Kütahya, Afyonkarahisar, Manisa and Uşak provinces), particularly by promoting lifelong learning and encouraging enterprises, workers and stakeholders to invest in human resources.

The establishment of the Regional Human Resources Development Center (BİGEM) within the Zafer Development Agency in partnership with Universities, İŞKUR Provincial Directorates, Chambers of Commerce and Industry, Organized Industrial Zones and Trade Unions for the purpose of ensuring compliance of the labor force in the region with the changing and transforming economic structure, human resources policies and to train the relevant actors in the provinces in this framework.

Through the BİGEM to be established, it is aimed to establish the labor force database and software, analyze the sectoral development, job openness and training needs, train the manufacturing industry in the sub-sectors and tourism field in accordance with the occupational standards and provide consultancy services to SMEs and realize the capacities of employers and employees.

Regional Workforce Database: A database has been developed that collects workforce data generated by central institutions and institutions in the Region in one central location and is open to the use of partners.

Regional Workforce Software: Software has been developed that will allow regional analysis and assessment using collected data.

>Sectoral Development and Labor Force Needs Analysis: Development analysis was carried out in 9 different sectors to be determined in the region.

International Study Visits: On-site monitoring visits of international samples to the UK and Italy have been carried out to ensure that the sectors become competitive on a global scale and that BİGEM can be operated more effectively.

Surveys, Data Analysis and Determination of Training Needs: In order to determine the sectoral situation in the region and the opinions of employers and employees about the sectors, 600 companies and more than 1000 employee surveys were conducted, work gap analyzes were carried out and programs suitable for training needs were prepared.

Development of capacities of employers and employees in SMEs and provision of training and consultancy services to enable regional actors to take an active role in the labor market: The results of the workforce analysis were shared with the SME representatives at sectoral consultation meetings held throughout the region and the training programs in line with their views and recommendations were finalized. Personal training programs, vocational training, management training, sectoral trainings etc. in line with the training needs determined within the scope of the operation. Trainings were organized on the subjects. 7014 persons x days trainnig programme were organized for 2954 SME employees and 1225 people x days training programme were organized for 534 SME employers. A total of 200 SMEs benefited from trainings. In addition, 2000 people x day training programs were organized for 594 public employees to increase the capacities of public institutions and organizations. Moreover, capacity building trainings for experts of Zafer Development Agency started and a total of 699 people x day training program was delivered to more than 30 experts.

Consultancy to SMEs: A total of 129 SME consultancy services were delivered to 44 SMEs to support their capacity building efforts.

Incubation Center Visits: Two international study visits were held in Portugal and Germany with the participation of SME representatives for on-site monitoring of exemplary sectoral practices abroad.

Awareness Raising Meetings: At the city center and districts, awareness raising meetings were held with the participation of 1022 people, and training requests were collected by informing the participants about the operation.

University Conferences: Conferences have been held at different universities in different regions in order to provide integration of the universities into operations. Qualified Labor Force Conference in Textile and Leather Sector Conference at Uşak University, Qualified Labor Force Conference in Tiles and Ceramics Industry in Kütahya, Industry 4.0 Industry and Industry Adaptation Conference in Manisa and Qualified Labor Power Conference in Afyonkarahisar were held with the participation 1174 students and academic staff.

Website and Social Networks: A website has been set up to publish activities, trainings, operation documents (articles, reports, recent updates of operational activities, training materials, etc.) within the scope of the operation (zaferin.org.tr). BIGEM Portal has been established to cooperate with the stakeholders who are members of BİGEM. Through this portal, members will be able to evaluate opportunities for networking and cooperation development, and to be informed about the activities of BİGEM. The operation's website is available in English and Turkish. In addition, social media channels (Facebook, Twitter, Instagram) where up-to-date information about the operation is shared are created.

Spot Films: Two spot films were prepared to inform the target groups about the benefits of trainings and the results in terms of adaptation of employers and workers to the changed work conditions. These spot films were broadcasted on a regional channel.

Closing Conference: With the participation of 529 people, the Operational Closing Conference was held and the results and outcomes of the operation were shared with the participants.

Results: One of the main objectives of ZAFER-IN Operation is the establishment of Regional Human Resources Development Center (BİGEM). Established in order to provide cooperation between the institutions on the development of human resources in the TR33 region, BİGEM operates in the center of the Zafer Development Agency, which is established jointly by Regional Universities, İŞKUR Provincial Directorates, Chamber of Commerce and Industry, Organized Industrial Zones and Trade Unions. BİGEM is the facilitator and facilitator for the local SME employers and workers in the region, the local entrepreneurs, the institutions to which they are affiliated and provides professional support for such institutions.

Under the Supply component of the Operation, contract for Lot-1 Office equipment, ontract for Lot-2 IT equipment and contract for Lot-3 vehicle purchased for he instutional capacity.
