The Operation consists of a 53-month service and an 18-month grant component.
The overall objective of the operation is to improve the quality of education and training. The specific objective of the operation is to ensure the integration of students with special education needs to the society by increasing the quality of special education services offered.
Within the scope of the service component, through 4 different Interventions; "Institutional Capacity Building", "Awareness Raising", "Scientific and Technical Studies" and “Coordination and Cooperation", it is aimed to provide trainings for MoNE staff regarding special education; to organise awareness-raising activities for families, school managers and local actors; to prepare an impact analysis in the field of special education and to increase cooperation and coordination with the NGOs. Service contract is being implemented in 12 pilot provinces; Ankara, Adana, Balıkesir, Bursa, Diyarbakır, Erzurum, İstanbul, İzmir, Kahramanmaraş, Konya, Samsun and Trabzon.
In the grant component; it is aimed to improve the quality of education for students with special education needs, to diversify the educational materials, to support competencies of mainstream and special education teachers via trainings and to raise awareness of families, students and teachers.

Current Situation: (End of October 2023)

Service contract was signed on 25.06.2019 and commenced on 01.08.2019. The Opening Event was held on 17.12.2019. Also, Monthly Management and Steering Committee Meetings have been held.
Within the scope of the service component, by the end of October 2023:
• Training Need Analysis studies for In-Service Training Programmes have been completed, and teacher trainings for 5.000 teachers under 10 special education modules started in January 2022. By the end of October 2023, 234 training sessions have been completed and trainings have reached to 4.917 teachers. Remaining 16 training sessions are being planned to be completed by the end of November 2023.
• In order to ensure the sustainability of the project, a team of 500 teachers will be trained as trainers to carry out In-Service Training programmes. By the end of October 2023, 6 training rounds were held and a total of 137 teachers were provided with Training of Trainers.
• Planning and preparation of the material studies for STEM trainings, which will be held in 5 training modules, in which 700 BİLSEM teachers will take part, have been completed. STEM trainings for 509 BİLSEM teachers have been completed in Ankara, Erzurum, Bursa, Trabzon and İzmir. The trainings are continuing.
• Significant progress has been made in the Response to Intervention Model activity, which is planned as a supporting tool for inclusive education. In order to ensure the continuity of the “Response to Intervention” Model implemented in the pilot schools, trainings of trainers (ToTs) will be provided to the teachers in the relevant pilot schools at the end of November and in December 2023 the new school year.
• Awareness-raising activities in 12 pilot provinces for families, NGOs, school and RAM managers are completed. 1.645 persons were reached via seminars.
• Impact assessment analysis research activity of the identification and placement system within the scope of 96 RAMs in 12 pilot provinces has been completed.
• Summit on Special Education and Experience Sharing Meeting was held between 21-22.06.2022 with 1.737 participants in Ankara.
• Finland Study Visit was carried out. The two remaining study visits are planned to be held in Portugal between 20-24 November 2023 and in Finland between 27 November- 1 December 2023.
Under the grant component, selection and award of projects have been completed and 43 projects from 26 different provinces with implementation periods ranging from 12 to 18 months started as of 01.11.2021. Due to termination of one grant contract, 42 projects have been implemented, and the implementation periods of 35 grant projects have been completed, excluding 7 grant projects that have received extensions.
