Overall objective of the Project was to promote the institutional capacity of the MoFSP in the field of social inclusion policies by empowering its monitoring capacity for social service provision and by strengthening the comprehensive social policy development capacity through training Ministry and other related stakeholders’ staff. Within this framework, the Technical Assistance contract with 24-month duration was signed on 21.10.2015.
Under the scope of the Project, it was aimed to improve the policy-making, implementation and monitoring capacity of the MoFSP and its partners in the field of social policy and anti-discrimination in order to strengthen the link between employment, education and social inclusion policies to facilitate the integration of disadvantaged persons into the labour market. One of the crucial objectives to be achieved within the Project was to develop new policies in the determined field by analyzing socio-economic and demographic structure, which Turkey will confront in the next years, within the context of 2016 – 2040 social inclusion policies, particularly poverty, distribution of income, education-employment. For this aim, six workshops were organized with the participation of 500 representatives from public institutions, CSOs, local authorities and universities. After these workshops, projections, which analyze the next 30 years of poverty-demographical change-education-income distribution structure of Turkey, were developed. In order to analyze the impact assessment of the social assistance, effectiveness of assistance and its relations with education-workforce market-poverty-income distribution, 4 field researches were conducted in Ankara, İstanbul, Şanlıurfa and Van with the applying questionnaire and in-depth analysis to 1024 people from these cities. Besides these researches, social policy trainings for representatives of MoFSP, CSOs and other related public institutions were applied and almost 270 people participated to these training programs. Within the scope of the project, “Elderly Care Model for Turkey”, “Model for Alzheimer and Dementia Disease in Turkey”, “Guideline for Guardianship for People with Disability” models and guidelines were developed.
