Overall Objective: To increase registered women employment and women entrepreneurship.
Operation Purpose: To support registered women employment through granting for women employees who will be employed additionally by women entrepreneurs in the selected provinces within the scope of Operation.
Operation is composed of a direct grant component with a duration of 32 months.
Target groups of the Operation are the enterprises registered and run by women entrepreneurs for maximum 8 years before the start of the Operation and their women employees employed additionally.
In this context, 4.000 women entrepreneurs will be supported within the scope of the Operation. With the additional 4.000 women workers to be employed in these enterprises, the Operation will have a positive impact on the Turkish labour market via reaching 8.000 women.
Wage reimbursements provided to women employers is expected to support small-scale women entrepreneurs and promote registered women employment. During the project, approximately 4.000 women employers will be supported. The amount of wage reimbursement will be maximum 320 Euros (can not exceed 65% of the total cost of an employee to the employer). The wage reimbursement will be given to women entrepreneurs on a monthly basis for maximum 20 months.
Within the scope of the Operation, following provinces have been determined to take a wage reimbursement; Ankara, İstanbul, Samsun, Aydın, Denizli, Şanlıurfa, Kahramanmaraş.
In selection of the pilot provinces, following criteria have been taken into account:
-Socio-economic development levels of the provinces,
-Number of insured women entrepreneurs in those provinces,
-Population of the provinces,
-Budget constraints and priorities of the Operation,
-Capacity of Provincial Directorates of Social Security,
-Regional distribution at country level.

Current Situation: (End of April 2023)

Implementation period, which was suspended on 01.06.2020 in order to minimise the negative impacts of Covid-19 pandemic, was restarted on 17.05.2021.
Under the current situation, by the end of April 2023;
• Software program for the grant application system has been completed.
• 8 local offices and 1 central office were established in 7 provinces.
• Recruitment of project team has been completed with a total of 54 staff. %75 of the team consists of women.
• Office supplies, mobile phones and visibility materials have been delivered to local offices.
• A 4-day training has been delivered for Operation staff and SSI personnel.
• Local office staff has been trained on unregistered work and registered employment.
• Communication Strategy of the Operation has been prepared.
• Opening Conference was held on 16.04.2022.
• Pre-application to grants via E-devlet was enabled on 21.02.2022.
• Between 24 February and 22 March 2022, media meetings were organized in 7 target provinces where the Operation is being implemented and information visits to TESK-TOBB have been realised.
• In order to raise the publicity of the project, 200 billboard advertisements and 200 bus stop advertisements were displayed in 7 target provinces within a period of 6 weeks between March, April and May.
• 1st Academic Advisory Board Meeting was held on 20-22 June 2022, 2nd Advisory Board Meeting was held on 28-30 October 2022 and 3rd Advisory Board Meeting was held on 28-30 April 2023 with a total of 25 participants consisted of academicians, representatives of relevant institutions and organizations as well as representatives of non-governmental organizations.
• Project Staff Training was held on 20-22 September 2.022 with a total of 70 staff consisting of 49 Operation staff including Operation Coordination Unit (OCU) staff and 21 SSI personnel.
• 6.605 monitoring visits were realised to the workplaces of final beneficiaries within the scope of monitoring activities. Moreover, 648 workplaces were revisited in the last 3 months and 38 of them were monitored online.
• Since the beginning of the project, 24 Monthly Management Meetings have been held with the participation of OCU, the Contracting Authority and the representatives of the EU Delegation to Türkiye, and the most recent one was held on 24 April 2023.
• Network Meetings, aiming at improving the entrepreneurial capacities of women entrepreneurs, were held in 7 target cities between 17 November-7 December 2022, reaching a total of 323 participants.
• As a result of the devastating effects of the earthquake disaster on 6 February 2023, it was decided to shut down the local office in Kahramanmaraş. İstanbul Europe Office continues to provide service for the beneficiaries in this province.
• As of 28 April 2023, number of women entrepreneurs who are entitled to receive financial support has reached to 4.173.
